Australia has given a enemy funds thru stealth and now it has come back

Is it as simple as Qantas saying yes to the takeover offer, if everything is
legal, or do the Shareholders or Goverment have last say.
I would think Qantas would say yes, because senior management get 1% or $100
million thankyou very much sir.... if the deal went ahead.
